PURPOSE:To eliminate a troublesome flow rate control work to distribute circulation water by enabling the functions of a cooling heating tower to be switched over and distribution circulation water to each filler installed in the shape of multistory by means of a distributor. CONSTITUTION:An upper heating part of a tower body 1 comprises an upper water tank 3, a filler 4 and a filler water receiver 5 while a lower heating part of the tower body comprises an upper water tank 6, a filler 7 and a lower water tank 8. A circulation water distribution 2 is laid out on the upper water tank 3 on an upper stage. A louver 16 is installed to an air inlet side of the tower body 1 whereas an eliminator 15 is installed to an air outlet side respectively. When the tower body 1 is used as a cooling tower, the circulation water to each filler on the lower stage is equally distributed in two directions by way of distributor dams 17a and 17b in the distributor 2 so that the water may be introduced into a water supply hole 24 leading to the upper stage water tank 3 and a water supply hole 25 leading to the lower stage water tank 6. On the other hand, when it is made to function as a heating tower, the distribution dam 17b is closed with a dam closing board so that it may distribute water only in one direction by the distributor dam 17a.
