PROBLEM TO BE SOLVED: To find a Doppler spectrum except abnormal time series containing noise by directing an antenna toward an observation sea area for applying a radar wave and for receiving echoes, by dividing the time series of echo intensity into a plurality of time series for calculating the standard deviation of each of time series, and by performing judgment based on the level of standard deviation. SOLUTION: The time series of echo intensity is divided, abnormal time series containing external noise is detected from each of the divided time series and is eliminated. An FFT analysis is performed in a remaining normal time series group. Observation data can be measured even if the external noise is large. In the extraction of a flow, an observation range is divided into blocks toward a range direction, an abnormal value is detected for each block according to a deviation to the regression curve of the flow, and a flow velocity value being obtained from two spectrum peaks or the average value of front/ rear normal flow velocity values and the regression curve is used for correction, thus smoothly distributing the flow velocity value in the range direction and correcting abnormal data to normal ones.
