PROBLEM TO BE SOLVED: To perform easy reinforcement with sufficient strength and show a good appearance after reinforcement by spirally winding a tensed reinforcing wire on the outer periphery of a columnar structure and covering it with a protective layer. ;SOLUTION: Hoists 40, 42 and a motor carriage 10 are suspended in a circuit guide passage 50. A roller chain 70 is wound on the outer periphery of a structure 1 via the motor carriage 10. The end 21 of the reinforcing wire 2 pulled out, of a wire winding reel 22 is fixed to the outer periphery of the structure 1. In such a state, the chain 70 is driven. The chain 70 is prevented from slipping because of friction to the structure 1. The chain 70 is not moved but the carriage 10 is moved around the outer periphery of the structure 1. At this time, the hoists 40, 42 run to the moving direction of the carriage 10 so that the carriage can be smoothly moved. The wire 2 coming out of the reel 22 passes through a die to a drawing process. Drawing resistance is applied to the wire 2 before arriving at a fixed point 21.
