PROBLEM TO BE SOLVED: To perform the distributed processing in a device to simplify the device constitution by hierarchizing pointer discrimination of an NNI(network note interface) signal and alarm transfer. ;SOLUTION: AU4 pointer information 39 to 54 detected in individual VC4/VC3 pointer processing parts 7 to 22 are inserted to main signal idle time slots in the reverse direction and are transferred to VC4-4c pointer discrimination circuits and demultiplexing circuit 3 to 6 in the just upstream stage. VC4-4c pointer discrimination circuits and demultiplexing circuit 3 to 6 in the upstream stage to which information are transferred from pointer processing parts of four systems discriminate pointers as VC4-4c from respective pointer information. VC4-4c pointer information 55 to 58 as discrimination results are transferred to a VC4-16c pointer discrimination circuit and demultiplexing circuit 2 in the upstream stage, and VC4-16c discrimination is performed.
