PURPOSE:To form a PVDF orientation polarized film having an I type crystalline by providing oppositely an injection nozzle for injecting PVDF solution and a membrane electrode, generating predetermined electric field between these nozzle and membrane, injecting the PVDF solution to the membrane electrode from the injection nozzle and depositing PVDF included in the spray of solution on the membrane electrode using a gas for drying process. CONSTITUTION:In the process that the PVDF spray reaches a membrane electrode 14, the ionized PVDF solution is dried up by a nitrogen gas flow 90 which is introduced through a pipe 38 and heated up to 40 to 80 deg.C. Thereby, the solvent is volatiled. Simultaneously, the ionized PVDF spray is controlled in the moving direction so that uniform thickness can be obtained by a cylindrical focus electrode 40. Moreover in view of improving uniformity of film, a sample 10 is rotatably driven by a motor 24 and thereby PVDF film is uniformly deposited on the membrane 14.
