PROBLEM TO BE SOLVED: To attain effective utilization of a communication resource by excluding undesired message relay. ;SOLUTION: A message radio wave is received through a reception antenna Ar and a message reception section 1, and a vector calculation section 2 calculates a vector between nodes based on a relay node position in a message of the reception signal. A distance calculation section 3 calculates a magnitude (distance) of the calculated vector, an angle calculation section 4 calculates an angle consisting of vectors based on data of the distance of the vector from the distance calculation section 3 and the vector calculated by the vector calculation section 2. A relay discrimination section 5 compares the calculated distance and angle with threshold values decided for each radio relay communication system so as to discriminate whether or not the received message is to be relayed.
