PURPOSE:To accurately perform the inspection or the like of fire generation by starting a video recording operation when the analog level of a transmitted data signal reaches the preliminary level. CONSTITUTION:When the level of the analog data signal sent from a fire sensor 4 exceeds an alarm level which is the judge reference of the fire generation, a fire signal ALM is outputted to a judge processing part 18 of a central processing part 10 to perform the control of a disaster prevention equipment or the like. A preliminary signal PRE is outputted at the time of exceeding the preliminary level even when the level of the analog data signal does not exceed the alarm level. When the preliminary signal PRE is outputted from the decision processing part 18, a recording control part 16 outputs a control signal CTL against a video recording part 15 and starts the recording operation of the video recording part 15. Thus, the abnormal state not leading to the generation of a fire is reproducibly recorded, and the information effective for analyzing the cause of the generation of a fire can be obtained.
