According to the invention, the procedure consists of setting up from the plan of the building [A] some reinforcing cells [B, C] that are exterior to the residential space and are limited by the staircases, the subsequent building of the infrastructure [1] and of the superstructure of the cells, which is made up of diaphragm walls [2 and 3] with external continuity connections [4] in the staircase bays, the mounting and post-compression of some tie bars [5 and 6], which ensure the interaction with the building [A], and the casting, at the level of the attic, of some contour belts [8]. Thus, the procedure ensures a reinforcement which allows for optimum behaviour of the structure as a whole, mainly by means of interventions from the exterior of the building, which avoid evacuation of the inhabitants and require a low consumption of manpower and up-to-date execution technology.
