This invention is suited for a packet network thatcarries bursty data. A mechanism (18, 26) is coupled toan edge node (12) for coding bursty information into adigital format at either a first coding rate or a secondcoding rate which is less than the first rate. Amechanism senses traffic overload of one or moreintermediate nodes carrying the bursty information. Amechanism which is responsive to the overload sensingmechanism causes the coding mechanism to switch fromthe first rate to the second rate while a traffic overloadis sensed. Thus, network demand requirements arereduced and the overload will be alleviated.
