A flexible porous tube with a specific permeability coefficient is embedded in the soil and used for soil irrigation and gas supply to the soil. The liquid can be uniformly supplied to the soil over the entire length of the porous tube up to 100 m when liquid is supplied from one end of the porous tube to 200 m when liquid is supplied from both ends. Uniform gas diffusion into the soil is achieved over the entire length of the porous tube up to 50 m when gas is supplied from one end of the porous tube to 100 m when gas is supplied from both ends.
