The present invention relates to a water treatment agent for inhibiting the formation of corrosion and scale generated by water in a water pipe, and a method for the same, which comprises 0.1 to 30% by weight of a molybdate, 0.1 to 50% by weight of a nitrite, 0.1 to 20.0% by weight of an azole-based compound, and the remainder is water and a water-treating agent composition for suppressing corrosion and scale of a water-containing water pipe.
