A method of manufacturing an active material composition for a lithium-based secondary battery and a cathode plate for a lithium-based secondary battery using the composition, wherein the active material composition of a lithium-based battery comprising an active material, a conductive agent, a binder, and a plasticizer containing epoxidized soybean oil is a plasticizer. Using epoxidized soybean oil, it is harmless to human body, there is no pollution problem, and the cost of manufacturing electrode plate can be reduced. In addition, the electrode plate for a lithium-based secondary battery manufactured by the process of laminating the composition on a current collector and dipping the current collector in an organic solvent is superior in porosity to the electrode plate manufactured using a conventional plasticizer. Therefore, the battery manufactured by using this electrode plate has improved ion conductivity and high charge amount and discharge efficiency at high current and low temperature.
