The present invention relates to a waste landfill facility and a method of forming the same, which are constructed on a soft ground, and are provided with a plurality of order structures to block external leakage of leachate generated inside the landfill.;According to the present invention, a site-pouring outer wall installed along the outer periphery of a landfill, a vertical sand wall disposed adjacent to the inner side of the outer wall and protected by a nonwoven fabric, and at least one installed on the soft ground inside the outer wall. A water collecting well, a lower sand layer deposited on the soft ground inside the outer wall, at least one resin water insulating film disposed on the upper portion of the lower sand layer, and a perforated pipe installed on the resin water insulating film to guide the leachate into the water collecting well. And an upper sand layer deposited on the resin water-repellent film so as to cover the perforated pipe, and a non-woven fabric layer disposed on the upper sand layer, wherein the waste on the soft ground is embedded in the non-woven fabric layer. A landfill facility and its construction method are provided.
