The present invention provides a first inverter that receives a TZC signal and outputs an inverted signal thereof to an edge detector, and supplies an inverted signal (TZCB) of a TZC signal from the first inverter. An edge detector which detects the edge and supplies the edge to the clock of the latch means, a second inverter that receives the mirror signal MIRR and supplies the inverted signal MIRRB as data of the latch means, and an output signal of the edge detector. A latch means for supplying the inverted signal MIRRB of the mirror signal MIRR from the second inverter as data and outputting the enable signal of the signal flow control means; and an inverted output signal QB of the latch means. A third inverter for supplying a signal to generate an inversion signal to enable the signal flow control means, and an inversion of the inversion output signal QB and the inversion output signal of the latch means.
