BACKGROUND OF THE INVENTION 1. Field of the Invention The present invention relates to a polarization-independent optical modulator integrated with an optical waveguide polarizer and an ordinary phase modulator using an electro-optic plummer, wherein the intensity of the optical signal can be modulated without adjusting the polarization state of the input light. The present invention relates to a polarization-independent optical modulator, which is implemented using a polarization-independent optical modulator electro-optic polymer capable of modulating the intensity of an optical signal without adjusting the polarization state of the input light. The polarization-independent optical modulator according to the present invention integrates a polarizer with a staggered optical axis and a conventional phase modulator manufactured in the form of a Mach-gender optical waveguide. The incident optical signal is divided into two paths, one of which passes through a polarization converter and is polarized, and the other of which passes through both a phase modulator and a polarization converter to be phase modulated and polarized. The modulated optical signal is finally recombined and constructive or destructive, resulting in optical modulation independent of polarization.
