The present invention relates to a priority control method for controlling a cell service rate based on a cell occupancy state in an ATM switching system. In the ATM network, a partial shared buffer control method, which is relatively simple to process and implement, is widely used. When low real-time traffic grows, network resources can be wasted, and both the MLT (MLT) control method and the Queue Length Threshold (QLT) control method of the combined priority control method are both real-time traffic and non-real-time traffic. Since each buffer is allocated for the priorities, the priority processing method is complex and the buffer utilization efficiency is reduced. Accordingly, the present invention provides two types of priority control schemes for controlling a cell service rate according to a method of placing a threshold for monitoring a cell occupancy state effectively.
