When determining the received power in the conventional mobile terminal, only the terminal reception power level of one traffic type and the reception level ratio of the other type of traffic terminal are presented, resulting in call loss because different types of traffic provide interference with each other. In order to solve the problem of the present invention, when a new call request arrives at a base station, the base station estimates the power to be allocated in consideration of the quality of service in the form of traffic, and predicts the total received power to be received by the base station based on the reference value. If it is less, call processing can proceed, otherwise the existing call is maintained, and the call can be controlled to minimize the waste of the reverse link by determining the optimal received signal level for the new call.
