A process and solution increase the charge density of a process to treat a polymer or a polymer solution. The assembly incorporates a toroidal reaction chamber (10) with a pulsar (20) which generates electrical pulses. The toroidal chamber (10) has an inlet (12) and an outlet (14) for the polymer or polymer solution under treatment. The pulsar (20) has electrodes (22) discharging electrical energy.
