The system has a drive shaft (4) with a brake disc (5), which is rotationally fitted on a bearing block (2). Torque can be applied to the drive shaft. At least one lever arm end is fixed to a force measuring cell (16,17), and supported in the hinge direction of a brake lever (14) hinged to the bearing block or the drive shaft. A brake unit (23) is fixed to the lever arm, for controlled dynamic and static braking of the brake disc. The brake disc is nonrotatably coaxially-connected to the drive shaft. The brake lever is preferably hinged coaxially to the drive shaft, The brake lever is at least one-sided. The braking force can be transmitted from the lever arm, as a reaction force, and is supportable at a pressure measuring cell, corresponding to the respective rotational direction as a pressure or a strain force. An indicating and evaluating unit is connected to the force measuring cell. The force measuring cell is preferably fixed to the bearing block.
