P A damper including a cylindrical body (10) and a piston (28) cooperating to define two chambers (34, 36), a first chamber acts as a high pressure chamber and the other chamber of said two chambers acts as a low pressure chamber , a piston rod (14) attached to the piston, and a damping force control device (30) including (i) a hard valve (40) which allows flow of working fluid from the high pressure chamber to the chamber low pressure when a difference between the fluid pressures in the high pressure and low pressure chambers is greater than a predetermined threshold, (ii) a soft valve (42) which allows the fluid to flow from the high pressure chamber to the low-pressure chamber when the pressure difference is not greater than the threshold, and (iii) a flow-limiting fluid passage (54) arranged in parallel with at least one of the hard and soft valves and in which at least one soup hard ape (40) and soft valve (42) allows fluid to flow through it during both extension and retraction of the shock absorber. /P
