PROBLEM TO BE SOLVED: To provide a technique for clustering (grouping) cells so that the need of such an antenna that radiates a direction-controllable beam can be eliminated. ;SOLUTION: A multi-beam antenna 210 for wireless communication network is held in the air by a flying body and projects a first antenna beam 231 which projects a first cell 241 upon a circular first area below the antenna 210 and a second antenna beam 232 which projects a second cell 242 upon a circular second area below the antenna 210. The radius of the first cell 241 is smaller than that of the second cell 242 and the first and second cells 241 and 242 are concentrically arranged.;COPYRIGHT: (C)1998,JPO
