PURPOSE:To realize a stable information transfer state for both information emphasized for a real time performance such as a voice signal or a picture signal and a data system communication in which quality of abort is a problem by providing a resource management section managing a line band and applying call reception discrimination in matching with the operating state of the line. CONSTITUTION:Destination information included in call information from a terminal equipment 11 is analyzed by a call processing protocol analysis section 2 and informed to a route decision section 4. Call information includes attribute information of its own terminal equipment and a line resource management section calculates an abort rate at multiplexing. The route decision section 4 not only selects a proper trunk line 15 as a route but also applies call restriction control to the terminal equipment 11 requesting a new call so as to satisfy the line quality being the requirements of other terminal equipments using the trunk line 15 at that point of time in cooperation with a line resource management section 21 based on the information.
