Between the input side bridle rolls 3 and the floater 2, a tracking means 20 is provided, and a tracking signal of detecting a plate width converting point is made possible to feed to a tensile force controller 14. Floating-up amount detectors 24 are provided at plural positions along the winding direction of a steel strip 1.
