PROBLEM TO BE SOLVED: To provide an access communication design system capable of automatically designing a less expensive access communication network by using existing equipment base on requirements under various restricting conditions. ;SOLUTION: A plurality of equipment are sorted into communication equipment and civil engineering equipment, wherein each equipment is provided with information indicating that the equipment is to be deleted before automatic design or its position is fixed and free capacity is utilized, and a designer is allowed to optionally defined as equipment layout candidate place so as to calculate access communication network constitution of a low equipment cost and necessary civil engineering equipment.
