PURPOSE:To provide a stable video image with less cross luminance and cross color by subtracting an output of a median selection circuit from the output of a band limit filter so as to generate a color signal and making a luminance signal through the subtraction of the color signal from the video signal. CONSTITUTION:Only a chrominance subcarrier wave and its vicinity is extracted from a video signal at a band limit filter. Then the extracted signal and a signal delaying the extracted signal by 1H at a 1H delay circuit 7 are added at an adder 8, and the sum signal is given to a median selection circuit 10, by which a change in a color signal in the vertical direction is detected. When no change is in existence in the luminance signal or the chrominance signal in the vertical direction, the circuit 10 outputs a signal delayed by 1H, the color signal is obtained from a difference between the signal and the signal before delay is obtained at a subtractor 11, the color signal is subtracted from the video signal at a subtractor 12 to obtain the luminance signal. When there is a change in the luminance signal in the vertical direction, the circuit 10 outputs a signal before the delay from the border of the change and the output of the subtractor 11 is made zero, and when a change in the color signal is in existence, the circuit 10 outputs the signal after the delay and the signal before the delay is outputted as it is from the output of the subtractor 11.
