PROBLEM TO BE SOLVED: To efficiency perform a tamping work or track maintenance by human power or machines so as to reduce a construction cost by efficiently exchanging and scattering ballast, on an adjacent track (from one of track side to the other track side), as it were. ;SOLUTION: Old ballast is removed from beneath a track bed of tracks by a ballast exchanging machine moved along one of track R' of a double line of the tracks. Subsequently, new ballast is scattered in the track bed from a ballast scattering car A moved along the other track R through a belt conveyer 6 loaded on the ballast scattering car A.
