PROBLEM TO BE SOLVED: To accurately and inexpensively set a reference time that is necessary for the mutual communication between a transmitting station and a control station by transmitting a digital paging signal with the reference signal selected at a specific time defined as a transmission timing standard for execution of the satellite communication between both stations. ;SOLUTION: The least time value t1, the largest time value t2, and the time value t3 that is necessary for a period when every transmitting station receives a paging request signal and then produces a digital paging signal are previously stored in a memory 21 of a satellite communication device 20 among those transmission times needed for execution of the satellite communications between a control station and plural transmitting stations receptively. A time reference pattern generation part 22 divides the time set between (t1+t3) and (t2+t3) down to a necessary phase difference or less, and an identification code is given to the time that is generated by the division.
