PURPOSE:To obtain a diverter plate which achieves simplification of the construction and the production process while having a longer life with higher reliability by lowering an electromagnetic force in plasma disruption so as not to break the diverter plate. CONSTITUTION:In a diverter plate 1 which has an inlet header 3 and an outlet header 4 and a number of cooling pipes arranged jointly to connect the headers, adjacent cooling pipes 2 are insulated from each other electrically. A pipe made of a functionally gradient material produced by compounding electrically insulating ceramics and metal is joined metallurgically at least at one point of th cooling pipes 2.
