PROBLEM TO BE SOLVED: To enable recognizing the lightning failure of a power system without depending on patrol. SOLUTION: A voltage surge sensor 1 detecting voltage surges in a busbar is provided, and a surge memory is provided which, when the sensor 1 has detected a surge, records its measurement data and time. Also, an actuation detecting part which produces a trigger signal when detecting the fluctuation of the busbar voltage is provided, and a prior-to-accident memory is provided which, when the detecting part has output the trigger signal, records the operating signal of the protective relay of the system and time. In accordance with the records in the surge memory and the prior-to-accident memory, the times of occurrence and operation of both are compared, and operation of the protective relay 14 after the voltage surge is generated by lightening is detected to enable recognizing a lightning failure without depending on patrol.
