PROBLEM TO BE SOLVED: To surely measure the luminescence phenomenon by respectively impressing sweep signals and blanking signals upon vertical and horizontal deflecting electrodes, with the latter being impressed at intervals which are multiples of the period of the former. ;SOLUTION: Light to be measured made incident to the photoelectric conversion surface 11 of a streak tube 10 generates photoelectrons by the number corresponding to the intensity of the light and the photoelectrons are accelerated 12, advance through the tube 10 as an electron beam, and generate fluorescence on a fluorescent screen 14 after amplification 13. The electron beam is deflected by providing vertical and horizontal deflecting electrodes 15 and 16 on both sides of the advancing route of the electron beam and forming an electric field in the vertical direction by impressing a sweep signal having a fixed cycle frequency upon the electrode 15. In addition, the electron beam deflected with the electrode 15 is streak-swept to the output effective area on the fluorescent screen 14 at the rate of one time per one pulse by impressing a pulse-like blanking signal upon the electrode 16 at intervals which are multiple times as long as the period of the sweep signal.
