The formulation preferably has a timing release type sustained release function which comprises a release-inhibiting period (preferably 1,000-3,000 day deg.C converted into an accumulated temperature) for inhibiting the release of the control ingredient for a constant period after applied and a release period for keeping the release of the control ingredient, after the release-inhibiting period is finished.
