PROBLEM TO BE SOLVED: To obtain a hair growth agent capable of adjusting good environments for the production of hair, directly carrying in active ingredients into hair-matrix cells and hair roots, activating the respective functions and imparting sure effects on hair growth and hair production and simultaneously having hair care and skin care effects by promoting the washing of skin pores and the activity of the scalp in order to exhibit hair growth effects by a hair growth agent consisting essentially of only a natural ingredient and enhance safer and surer hair increasing effects. SOLUTION: The hair growth agent and skin care oil are obtained by extracting an active ingredient contained in Citrus unshu Marc. with a carrier oil as a solvent. The carrier oil containing the active ingredient is applied to an affected part and the whole to conduct massage. Thereby, not only skin is stimulated but also subcutaneous cells are activated and the aging of cells is suppressed to thereby restore the secretion of hormones to the normal state. As a result, hair-matrix cells can be activated to impart the vitality to hair papillae or hair roots.
