PROBLEM TO BE SOLVED: To suppress a transmission delay caused in a double ring type information communication network where a plurality of node terminals distributed to many points are interconnected by a double ring and information added by each node terminal is being transferred in succession. ;SOLUTION: First - third node terminals are interconnected by a double ring 24 to form a 1st local ring, 3rd, 7th, 10th and 13th node terminals 13, 17, 20, 23 are interconnected by a double ring 25 to form a 2nd local ring, 4th-7th node terminals 14-16 are interconnected by a double ring 26 to form a 3rd local ring, 6th, 8th, 9th node terminals 16, 18, 19 are interconnected by a double ring 27 to form a 4th local ring, and 10th-12th node terminals 20-22 are interconnected by a double ring 28 to form a 5th local ring.
