PROBLEM TO BE SOLVED: To provide a picture filter circuit which can be constituted by using a digital circuit, simplified in the circuit constitution and reduced in the circuit scale by simplifying processing and a filtering method. SOLUTION: In the filtering method, a region to be processed by a media filter is moved, and the histogram of pixels newly added to the region is calculated, and stored in a partial histogram memory 203A. The data of partial histogram memories 203B-203F corresponding to each column are successively shifted so that the data of pixels removed from the region are stored in the partial histogram memory 203F. Those data are added and subtracted so that the data of a history memory 2 can be updated, and the updated histogram data are cumulatively added in the order of the size so that a median can be calculated by a median selection adding circuit 3.
