PROBLEM TO BE SOLVED: To provide a small-sized inexpensive transmitter that keeps compatibility with a synchronous transfer mode STM access device placed in a conventional STM network, receives access of an ATM signal, efficiently processes the STM signal and the ATM signal and has provision flexibly for a change in the capacity and kinds of services. ;SOLUTION: Data such as synchronous transport signal STS, DS1 (electric signal: 1.544 MHz), and LAN packet are given to interface modules 21-1-21-m, where the data are selected into a signal, which is converted into an STS signal and exchanged in a level of STS by an STS exchange module 23 and into a virtual tributary TV or an ATM signal, which is exchanged by a VT exchange module 24 or an ATM exchange module 25. Which STS signal is sent to the VT exchange module 24 or the ATM exchange module 25 is preset by the operator by using a central control module 32 based on intelligence of the network.;COPYRIGHT: (C)2000,JPO
