PROBLEM TO BE SOLVED: To obtain a granular material having high coloring intensity by irradiation with ultraviolet rays, excellent light resistance, a high yield of a fluorescent agent in producing a granular substance emitting fluorescence, not eliminating the fluorescent agent in producing paper, producible by a small apparatus even in a small lot, having a high yield in papermaking and making fluorescence, a paper for preventing counterfeit using the granular material and a printed paper for preventing counterfeit using the paper. ;SOLUTION: A water-insoluble pigment emitting fluorescence by irradiation with ultraviolet rays and having 0.1-100 μm average particle diameter is stuck to the surface of particles developing autohesion by physical or chemical action by an impact method in a high-speed air flow to give a granular material emitting fluorescence. The granular material is added to paper to give a paper for preventing counterfeit.
