PROBLEM TO BE SOLVED: To obtain a zero tree image encoding method which divides an encoding symbol into a value bit and a tree bit and encodes them in a slave node cluster by using a zero tree encoding a cluster whose zero coefficient is large and a bit plane encoding that encodes the magnitude of a non-zero coefficient. SOLUTION: An embedding type zero tree pattern and bit plane encoding method encode wavelet coefficients of an image in every bit plane. A value bit representing the value of a wavelet coefficient at its position and a tree bit representing the significance of a quad tree taking root at the position exist in each position in an HH, LH or HL subbands. The value bit and the tree bit for all four neighborhoods having the same master are encoded, and progress is made from one 4 coefficient cluster to the next cluster, from the roughest division level to the finest division level and from one tree block to the next tree block. Thus, satisfactory encoding efficiency can be accomplished.
