PROBLEM TO BE SOLVED: To represent motion in an image digitization sequence by providing a process in which a dense motion vector field to an image is derived and a vector quantizing process in the motion vector field. SOLUTION: The motion estimator module 210 of a multi-resolution motion vector field encoder generates a motion uncontinuous map for an image in a sequence of an image input to a motion vector field (A) and a module. An entropy reduction module 220 processes the field A by using the motion discontinuous map and generates an entropy binding motion vector field. An MV field and discontinuous coding module 230 uses an output of the module 220 and generates the multi-resolution vector quantization expression of the field A.
