PROBLEM TO BE SOLVED: To prolong the life of a battery by reducing the current consumption by providing a normal mode wherein an alarm can be outputted and a power- saving mode which is less in power consumption than the normal mode.;SOLUTION: A CPU 19 inputs external signals, e.g. an alarm announcing signal from a gate, and an unlocking signal and an alarm resetting signal from a reset through an antenna 35. The inputted signals are inputted to the CPU 19 as demodulated signals through a demodulating circuit 61. Further, the signal from an alarm announcement switch and the signal from a switch for resetting the operation start detection are also inputted through a switch input part 67. When an alarm is not currently generated and none of the signals from various switches, etc., and the external signals from the resetter and gate is inputted for a previously set specific time, the mode is switched from the normal mode to the power-saving mode and the CPU 19 stops the function.
