In this time, a clutch gear 22 and a normal position gear 23 are engaged with each other, a plug part 113 is opened, and water is discharged. After that, when the push button 51 is pushed again, engagement of the normal position gear 23 with the clutch gear 22 is released, pressure eliminating seat 11 is operated. After that, an opening end of a gear seat 21 is pushed by the plug part 113, and its opening end is closed. A part of water gradually flows into the gear seat 21 through a depressurizing hole 110.
