PROBLEM TO BE SOLVED: To respond to the variation of water quality by fixing one kind of yeast or bacterium selected from the group consisting of raw starch decomposing yeast, raw starch decomposing bacteria, protein decomposing yeast and protein decomposing bacteria on a porous ceramic carrier. SOLUTION: A drainage treatment means 2 including a bioreactor 5 fixes one kind of yeast or bacterium selected from the group consisting of raw starch decomposing yeast, raw starch decomposing bacterial, protein decomposing yeast, and protein decomposing bacteria on a porous ceramic carrier comprising calcined natural zeolite obtained by a process in which pulverized tuff natural zeolite containing a mineral, which changes its quality from a crystalline substance into a noncrystalline substance by heating, such as mordenite, and analicite as a main component is heated/dehydrated at a quality-change temperature or below to have a foaming function and inorganic natural wood of dust marsh soil r bottom sludge of lakes and marshes.
