PROBLEM TO BE SOLVED: To facilitate and ensure ground electrode insertion work and to enhance its workability, by integrating a filler injecting tube to be simultaneously inserted with the ground electrode while binding them with a proper binding interval kept between, when inserting the ground electrode in a drilled hole. ;SOLUTION: After a drilled hole H is drilled as far as a designated depth and before a drilling tube 11 is pulled out, a ground electrode having a ground electrode part 2 and an insulated wire 1 in this order from its tip is inserted together with an independent auxiliary tube 8 for injecting filler of a synthetic resin into the drilled hole H while binding and fixing it to the independent auxiliary tube 8 for injecting filler by using binding bands 7, 9 with a proper interval kept between them. When the independent auxiliary tube 8 for injecting filler and the wire 1 reach a designated depth, the drilling tube 11 is pulled out and the filler 15 is injected from the independent auxiliary tube 8 for injecting filler by using a pump 12.
