PROBLEM TO BE SOLVED: To automatically create a motion scenario as necessary corresponding to each flight plan scenario by automatically creating the motion scenario using the information defined in the flight plan scenario as parameters. ;SOLUTION: Flight plan scenarios are stored in a database beforehand as flight plan scenario groups 21, and in the case of training, a training scenario creating program 23 selects the specific flight plan scenario according to the kinds and contents of the training, and a degree of the difficulty. The selected flight plan scenario is also inputted to a motion scenario automatic creating program 30, and by this motion scenario automatic creating program 30, a motion scenario 32 is created using additional data (training environment data, aircraft characteristic data, airport data) 31 as parameters.
