PROBLEM TO BE SOLVED: To simultaneously execute the modification of air and water. SOLUTION: Water is filled in an air and water treating device constituted with an outer vessel 2, an inner vessel 3 inserted in the outer vessel 2, an inner and outer vessels communicating port 11 provided at the lower end of the inner vessel 3, an air permeable block 4 inserted into the inner vessel 3 and an air sending pie 5 connected to the air permeable block 4 from outside, and air is blown into the water by interposing the air permeable block 4.
