SOLUTION: A reactor power signal P1 is input from a process computer 1 to a filter on one hand and to a variation rate operator 3 on the other hand. A filter 2 outputs a reactor power signal P2 having a time delay based on the reactor power signal P1. The variation rate operator 3 operates and outputs a variation rate signal S1 according to the following equation based on the reactor power signal P1 and the reactor power signal P2 having a time delay. A judgment part 4 compares the variation rate signal S1 and a set value S2 and outputs a reactor scram signal when the variation rate signal S1 undergoes the set value S2. S1=P1/P2.
