PROBLEM TO BE SOLVED: To completely eliminate the need for integration of an overload control function on the side of a server and to dispense with the integration of the overload control function on the side of client device as well by returning a suitable overload response to a client corresponding to requests of more than a designated number, while utilizing a relay function equipped with plural relaying devices independent of a server device.;SOLUTION: A relay for relaying the request issued from a client device to a server device is provided as many as the number of server devices or more and when the request issued from the client device is accepted (S1) and is relayed through the relaying device to the server device (S2). When the server devices completely occupied, its requests corresponding to the prescribed number of standby requests are made to wait (S3) and when the number of accepted requests exceeds the prescribed number of requests (S4), an overload response (S5) is returned to the client device which issues that request. When there are vacant spaces made in a server device, the waited request is relayed through the relaying device to the server device (S7).;COPYRIGHT: (C)2000,JPO
