PROBLEM TO BE SOLVED: To provide a filter apparatus capable of filtering treated water under stable filtering water head by an extremely simple structure to transfer the same simultaneously with filtering and capable of easily performing the maintenance and control of a filter film and to provide a sewage purifying tank capable of stably obtaining treated water highly treated by a simple structure by using this filter apparatus. SOLUTION: An air lift pump 2 provided with two vertical pipes 21, 22 connected at the lower parts thereof and a filter film container 31 housing a filter film 3 are provided and the leading end of the filtered water transfer pipe 33 extended from the filtered water outlet 32 of the filter film container 31 is connected to one vertical pipe 21 of the air lift pump 2 and one end of an air sending pipe 4 is connected to the other vertical pipe 22 of the air lift pump 2 and the treated water in two vertical pipes 21, 22 of the air lift pump 2 is pumped up by the air sent from an air sending pipe 4.
