Drain holes 11, 11' are formed in the positions surrounded by the ribs 2, 2' of the sheet 1. A communicating part 12 constituted at the peripheral edge of the sheets 1, 1' so as to communicate with adjacent subgrade materials A, A' or separate them from each other are provided to form the subgrade materials A, A'. When paving a road surface, after these many subgrade materials have been laid on the levelled road surface while connecting these subgrade materials A, A' through the communication parts 12, The blocks such as bricks or the like are fitted in the spaces surrounded by the ribs 2 of the subgrade materials A, A'.
