PROBLEM TO BE SOLVED: To provide a method for producing a road bed material which is a building material for load by using combustion ash of coal which is an industrial waste discharged from a thermoelectric power plant as a raw material. SOLUTION: Cement in an amount of 10-20 wt.% is added and mixed with combustion ash of coal discharged from a thermoelectric power plant. Water content corresponding to optimum water-containing ratio obtained by JIS A 1210 'soil compaction testing method by stamping is added to the mixture 5 and the material is sufficiently compacted with a multiple strong tamper 7 so that the density becomes maximum dry density. The compacted material is wet-cured for 28 day and hardened. The hardened mixture is crushed with a crusher 11 to produce the objective roadbed material 12 which is a building material for load.
