PROBLEM TO BE SOLVED: To eliminate or reduce the occurrence or a problem point occasioned by construction of a plant of this kind on a ground and labor, a cost, and time required for transportation and sale of the product without dumping, reclamation, or incineration of unused production derivative material or industrial discharged material and the occurrence of pollution of the atmosphere, and discharge an earth warming material.;SOLUTION: A pretreatment ship NO. 2 having hatch to store a production derivative material or an industrial discharged material selected at a plant, and a recycle ship NO. 1 having a tunnel type furnace moving regeneration device to produce a resource storage type complex regenerated product without generating dioxin and carbonic acid gas from the selected production derivative material are intercoupled to perform through-production of the resource storage composite regenerated product on ocean from the unused production derivative material or stock the selected industrial derivative material produced at the former and stock it in the latter ship. A complex reproduced product alone is produced on the ocean, self-sailed to a sale destination port and directly sailed.
